The Colorado Early Investment Model is the first interactive model to map costs and benefits of a state’s entire early childhood system. The model was commissioned by the Colorado Early Childhood Leadership Commission (ECLC) to help stakeholders better understand the scope of the state’s current EC system, and the costs associated with expanding the system. It incorporates enrollment, funding, and per-child cost data for over 30 publicly-funded programs serving young children in Colorado. The tool also contains an innovative return on investment (ROI) components, which estimates the economic returns to taxpayers, parents, and participants associated with participation in early childhood programs. Andrew Brodsky led the development of the tool for lead contractor APA Consulting.
